PROGRAMME MANAGER (Capacity Building)
The Organisation
The Pacific Islands Association of NGOs is a regional network of NGO focal points or coordinating bodies known as National Liaison Units (NLU), currently operating in twenty countries. PIANGO was formally established in 1991 to assist NGOs in the Pacific to initiate action, give voice to their concerns and work collaboratively with other development actors for just and sustainable human development. PIANGO’s primary role is to be a catalyst for collective action, to facilitate and support coalitions and alliances on issues of common concern to Pacific people, and to strengthen the influence and impact of NGO efforts in the region. PIANGO’s programme areas are information sharing, capacity building, improving stakeholder relations and good organisational governance.
The Position
The Secretariat of the Pacific Islands Association of NGOs is currently seeking a self directed, creative and dynamic individual for the position of Programme Manager – Capacity Building. The successful candidate will be a strategic thinker with an outgoing personality, abundant energy and passion to inspire others. The person will manage the development, delivery, promotion and monitoring of PIANGO’s capacity building and training programmes for NLU affiliates, the NGO sector and other stakeholders, including liaison with key external stakeholders relevant to NGO capacity building in the Pacific.
Duties and Responsibilities
- Liaise with the NLU’s and the NGO sector to identify their capacity building needs. Identify existing capacity building resources that may meet some of these needs and design strategies to address gaps/unmet needs within PIANGO’s role and strategic plan.
- Organise programme-related stakeholder meetings and relevant training programmes for PIANGO membership and stakeholders.
- Prepare documents to assist the Executive Director in procuring needed resources to support the programme areas of PIANGO.
- Administer and manage PIANGO’s role in the Graduate Diploma in Not-for-Profit Management in collaboration with Unitec, NLUs and the PIANGO Board.
- Maintain relevant information on and databases for PIANGO capacity building activities and resource people/organisations that can support this work at national, regional and international levels.
- Monitor and evaluate PIANGO’s capacity building programmes and PIANGO-initiated activities related to stakeholder relations.
- Perform other duties as required from time to time by the Executive Director.
Skills and competencies
- Proven experience in successful programme development, coordination and management.
- Proven ability to translate vision, values and goals into delivering practical project/programme strategies, systems and outcomes.
- Excellent relationship management skills, including proven ability to manage effective communication, engage support and problem solve with a diverse range of stakeholders.
- Previous work experience in Pacific NGO sector.
- Previous experience with the provision and/or management of programmes for adult learners, preferably in the Pacific.
- A minimum of a bachelor’s degree in a relevant subject area is preferred.
- Excellent analytical and research skills, preferably with a good understanding of monitoring and evaluation.
- Ability to develop and implement policies and procedures.
- High computer literacy skills.
- Excellent command of written and spoken English.

Salary level and entry point would commensurate with qualification and experience. Staff leave and other conditions are directed by PIANGO staff policy.
